SCUSD Board of Education Recap

At the June 5 meeting of the Sacramento City Unified School District Board of Education, the Board recognized our Stellar Students from Will C. Wood Middle School: Jocelyn Carlos, Jeremiah Stewart, Helen Gonzalez, Maria Jose Medina, Alberto Alvarado, Luis Valdez Estrada, and Asahel Minor. Principal Mary Cha wrote that these students were chosen for this recognition because they demonstrated dedication, leadership, strong work ethic, academic progress, resilience, advocacy, and responsibility. Congratulations to our Stellar Students!
Reporting out from Closed Session, the Board announced a satisfactory performance evaluation for Superintendent Lisa Allen.
The Consent Agenda was approved by the Board with exception of Items 8.1h and 8.1j. Item 8.1h, a Facility Use Agreement (FUA) with St. HOPE Public Schools, was separately approved with an amendment to the duration from a 5-year FUA expiring in 2030, to a 3-year FUA expiring in 2028, which will now need to be reviewed again by St. HOPE Public Schools. Item 8.1j, an Operational Memorandum of Understanding with St. HOPE Public Schools, was pulled from the agenda for consideration at a future meeting date.
Informational reports were received by the Board, including:
- Recognition of LGBTQ+ Pride Month Celebration. Sac City Unified is committed to promoting a safe, inclusive, and respectful community for all of our students and staff, including the Lesbian, Gay, Bisexual, Transgender, Queer/Questioning (LGBTQ+) community or those that may be perceived as such. The month of June is an opportunity to highlight the identities and contributions of the LGBTQ+ community as well as combat bullying and harassment based on sexual orientation and gender expression to promote and foster a safe and respectful culture within the District.
- The annual presentation by the Student Advisory Council, which is a youth led organization of high school students from across SCUSD. Each year, these students learn about data and evaluation strategies, policy advocacy, and grass roots youth organizing. As part of their culminating project, students present their initiatives to the SCUSD Board of Education. The 24-25 Student Advisory Council had multiple policy recommendations ranging from gender neutral restroom accessibility, vape/e-cigarette use, mental health, undocumented student support, and environmental sustainability.
- A presentation on the SCUSD Enrollment Process. The Enrollment Center is open 12 months of the year, and the district online application is available 24 hours a day, 7 days a week.
- A Communications Department update on the timeline for the new website to be launched later this summer, which included a demonstration of improved navigation, accessibility, and features.
After a presentation from the Academics Department, the Board took action to adopt Amplify DIBELS for SCUSD’s Reading Difficulties Screener. To meet the requirements of California Senate Bill 114, which mandates universal screening for reading difficulties (including dyslexia) in grades K–2 beginning in the 2025–2026 school year, SCUSD launched a K–2 Reading Screener Pilot Committee. This group included general and special education teachers across grades K–2 from diverse school sites, and recommended Amplify DIBELS for district-wide adoption.
The Board held a Public Hearing for the 2025-26 Local Control and Accountability Plan (LCAP). The process of creating an LCAP begins with a needs assessment to understand what students most need. The Board then held another Public Hearing for our Dependent Charter 2025-26 LCAP. As independent LEAs, Bowling Green Elementary, George Washington Carver School of Arts and Sciences, New Joseph Bonnheim Community Charter, Sacramento New Technology High School, and The Met must complete their own LCAP. The SCUSD Board is the ultimate governing board of these LEAs and must approve those LCAPs. Final approval from the Board for these LCAPs are scheduled for the June 26, 2025 Board of Education meeting.
A Public Hearing was then held for the Proposed Fiscal Year 2025-2026 Budget for All Funds. The budget will be presented to the Board for adoption at its June 26, 2025 meeting. The proposed budget is only an initial blueprint for revenues and expenditures as the preparation of the district’s adopted budget occurs before the State enacts its budget, solidifying revenues for the upcoming year. Staff will continue to monitor actions at the state level, evaluate new information as it is known, and provide reports recommending budget adjustments accordingly.
The Board held a Prop 2 Public Hearing to Authorize Projects for both Oak Ridge and Cesar Chavez Elementaries, and then took action to approve. As a condition of Proposition 2, passed in November 2024, any project seeking state funding eligibility (matching funds) must hold a public hearing and receive board authorization for the project.
The Board received a Budget Right-Sizing Update to provide an overview of the plan that was implemented as part of the district’s 2024-25 Adopted Budget and will continue into the 2025-26 fiscal year.
The Board adopted the Declaration of Need for Fully Qualified Educators for the 2025-2026 School Year. The Declaration of Need allows the District to apply for and the California Commission on Teacher Credentialing (CCTC) to issue Emergency Crosscultural Language and Academic Development (CLAD), Bilingual Crosscultural Language and Academic Development (BCLAD), Resources Specialist, Teacher Librarian Services, or Limited Term Assignment Permits for teachers.
