Revised School Site Council Meeting Guidelines

In the wake of COVID 19, Governor Newsom signed Executive Order
N-25-20 on March 12, 2020 that suspended portions of the
Bagley-Keene Act and the Brown Act during the State of Emergency
relating to COVID-19. According to the California Department of
Education, though the Executive Order does not specifically
mention the Greene Act, which pertains directly to School Site
Council requirements, the requirements in the Greene Act are
similar enough to those of the Bagley-Keene Act and the Brown Act
that it is presumed they fall under the same waiver.
As a result, the following guidelines have been established for
conducting remote School Site Council (SSC) Meetings:
- SSC meetings can be conducted via teleconferencing or electronically (Google Hangout, Zoom, etc.) so that all members of the public seeking to attend and address the SSC can do so. Discussions and voting can take place via teleconference or electronic access. Please note that email does not qualify as electronic access to meetings, and cannot be used to hold meetings or vote.
- All SSC meetings must remain public. As such, teleconference phone numbers or electronic access information must be included on posted agendas.
- SSC meeting agendas must be posted at least 72 hours in advance.
- Please include details of your SSC’s approval of the 2020-21 SPSA in your SSC minutes. Due to school closures, your SSC members do not need to sign the SPSA signature pages at this time.
