Federal Time Accounting: Changes Effective Immediately

Principal Bulletin Action Required

FOR TITLE I FUNDED SCHOOLS ONLY:

As a result of our recent Federal Program Monitoring review, we have revised the guidelines for completing Personnel Activity Reports or PARs. PARs are completed monthly by employees who are multi-funded (with at least one or more federal resources) and have multiple cost objectives. Please see the changes to completing PARs, effective immediately. While we are attempting to contact all those who complete PARs, please check that all partially federally funded employees received this information.

1. NO CHANGE: PARs forms have not changed and must be signed by both the employee and supervisor and submitted by the 10th of the following month and no later than the last day of the following month.

2. NO CHANGE: Each funding resource must list all of the activities and cost objectives (left column) assigned to the employee.

3. CHANGE: Employees must record the actual hours (or half hours) spent working in each activity/cost objective. There is NO requirement to calculate percentages. The time recorded must be the ACTUAL
time spent on each activity. The emphasis is now on recording the activities as directed by the supervisor/program manager, without concern about meeting percentages or a certain number of hours.

4. CHANGE: PAR forms will be forwarded from the State & Federal Programs office to the Business Office for reconciliation of percentages and hours, so it is important to submit the forms on time.
