Discontinuing Student Readiness Screener

Dear SCUSD Families,

Sacramento City Unified was directed on January 14, 2026 by the California Office of the Attorney General (OAG) to immediately stop using the screening tool that determines student readiness for Phoebe Hearst Elementary kindergarten and Camellia Basic Elementary 1st grade. As outlined in paragraph 57 of the settlement to resolve alleged violations in our enrollment practices, the OAG has reviewed the screening tool and determined that it discriminates against students with disabilities.

This decision by the OAG comes as the District prepares for the 2026-27 Open Enrollment application window, which opens Monday, February 2, 2026 and closes on Friday February 27, 2026. Due to the OAG finding, there will not be a screening requirement for the open enrollment lotteries for Phoebe Hearst Elementary and Camellia Basic Elementary. When seats are available, priority enrollment will still be given to families with an older sibling who attends the schools and students who have a guardian working at the schools.
