DEFINITION
Under general supervision, performs complex salary/budget/clerical
calculations involving development of personnel authorization records,
computing salaries, and documents for budgetary control purposes of all
certificated and classified positions funded through State Department of
Education and Federal Government contract awards, as well as the
self-support, Fee-Based Children's Center Program. To perform
difficult and specialized technical work requiring detailed knowledge of
child development programs procedures, policies, and precedents; performs
work of above-average difficulty requiring a high level of initiative,
judgment, and organizational ability; and performs tasks which require the
use of a computer and knowledge of the district's financial escape system.
DISTINGUISHING
CHARACTERISTICS
This position is characterized by the responsibility for major technical
and budgetary functions within the department. The ability to
initiate and complete difficult tasks independently is significant in this
class. Decisions often have the effect of finality, and errors could
be costly to the child development programs involved or in terms of lost
time and/or public relations. Responsibilities also include the
coordination between the Child Development Office, Budget Services Office,
Special Projects Office, Internal Auditor, and site administrators
continually with emphasis on budget preparation and financial reporting.
This position also includes doing regular secretarial duties, such as
typing letters, agendas, minutes of meetings, ordering supplies for the
office, opening mail, devising forms for use in child development program
office and children's centers.
EXAMPLES
OF DUTIES
Prepares and distributes budget allocation forms and instructions for
development of child development programs; provides technical assistance
to program personnel in developing budget requests and calculating
salaries for child development-funded and self-support funded positions;
prepares, coordinates and assembles materials necessary for preparation of
child development and district children's center budgets; monitors monthly
personnel requisitions/budget reports for possible budget code errors by
funding source on child development and self-support positions authorized
for project children's centers; prepares personnel and financial reports
as directed; examines all child development and self-support personnel
requisitions, and processes all legally authorized requests; examines
requests for equipment, supplies, maintenance costs, or other
administrative expenses and initiates all requests on the district
financial system; codes all requisitions for positions to be funded
through child development and self-support funds; resolves problems in
person or over the telephone with administrators, budget and payroll
personnel; performs technical work requiring a thorough knowledge of
departmental policies and procedures; handles unusual or difficult
problems referred by administrators and/or subordinates; assists in the
development of office procedures and budget procedures for child
development program and self-support centers; may instruct, assign and
schedule tasks to subordinate clerical employees, and review work for
accuracy and completeness; may perform sub-professional administrative
duties as assigned; and performs related duties as required or directed.
MINIMUM
QUALIFICATIONS
Knowledge of:
Methods and practices of budgetary and financial record-keeping;
General accounting principles and procedures;
Modern office methods and procedures, and familiarity with the use of
typewriters, word processors, calculators, efficient and effective
telephone techniques, letter and report writing;
Computers and skill in their operations;
Knowledge of District's Financial Escape System;
Correct English usage, spelling, grammar, punctuation and commercial
arithmetic.

Perform responsible budgetary and financial analysis and record keeping;
Work under general supervision;
Understand and carry out complex, difficult oral and written instructions;
Analyze and learn complex state, federal and district laws, regulations,
rules, and policies, and to analyze situations and adopt an effective

with speed and accuracy.

Typing speed of 50 net words per minute;
Ability to operate computer equipment;
Shorthand speed of 110 net words per minute;
Ability to work district's Escape Financial System.
and
Experience:
Three years of responsible technical skills in budget development and
control, preferably including budget development, financial or accounting
experience in state and federally funded programs with a California school
district.
and
Five years of progressively responsible experience in general
technical/clerical work including at least one year in an assignment
dealing with child development programs.
and
Education:
High school diploma, along with one year of college to include courses in
accounting or bookkeeping. Years of experience may be substituted
for college courses.
