DEFINITION
Under general supervision to perform a wide variety of highly complex
tasks in support of the business functions of the Fiscal/Operational and
Personnel Services Division requiring an in-depth knowledge of district
policies and regulations, Educational Codes, and other laws governing
school district business operations.

CHARACTERISTICS
Employees in this class are distinguished by their ability to initiate and
complete tasks by exercising high levels of independent judgment and
decision-making. Employees in this class are required to interact
with district staff at all levels as well as with government officials and
the general public in the interpretation of rules and regulations related
to the collection of developer fees, tax assessments, bond issues,
contracts, and other general business matters.
Employees typically are responsible for the assignment and supervision of
clerical activities.
Typing and experience in operating microcomputers and related software is
a requirement for this class.
EXAMPLES
OF DUTIES
Monitors the collection of Developer Fees and establishes and maintains
accurate records of compliance forms, receipts, protests, policies and
regulations; interprets Developer Fee policy for developers and district
residents; maintains a system to safeguard and deposit developer fee
receipts; interprets Mello-Roos tax assessment information to the general
public, maintains the official records in accordance with law, and
provides technical and clerical assistance in the development of
assessment districts and bond issues; monitors the processing of contracts
for Board approval; provides technical assistance on a variety of
specialized administrative tasks as needed, including annual budget
preparation and other financial activities; prepares reports and
correspondence independently; works closely with the Deputy Superintendent
and Administrator, Fiscal/Operational and Personnel Services Division, on
special assignments such as sale or acquisition of district property and
bond elections; interacts with state, county, and city officials, district
staff and board members, and the general public with a high degree of
professionalism and confidentiality, as required; assigns work to
subordinates and reviews work for accuracy and completeness; performs
other duties as assigned.
MINIMUM
QUALIFICATIONS
Knowledge of:
Office methods and practice, including filing systems, receptionist and
telephone techniques, and letter and report writing;
Correct English usage, spelling, grammar, and punctuation;
Basic methods of financial record-keeping preparation;
Functions, organization, and key personnel of the school district;
State and federal laws governing public education;
District policies and procedures.
and
Ability to:
Learn, interpret and apply laws, school district policies and procedures
with good judgment while independently carrying out a variety of technical
procedures;
Take responsibility and use tact and good judgment in fulfilling
responsibilities;
Compose correspondence independently;
Perform responsible and difficult clerical work with accuracy, speed, and
a minimum of supervision;
Deal effectively with a wide variety of personalities and situations
accurately and adopt an effective course of action;
Make arithmetical calculations quickly and accurately.

Skills:
Type at a speed of not less than 50 words per minute;
Ability to operate a microcomputer and related software.
and
Experience:
Three years of broad, varied, and increasingly responsible school business
office experience.
and
Education:
A Bachelors Degree from an accredited four-year college is required; or
two years of college with a concentration in business is required.
