DEFINITION
Under supervision of the Administrator, Adult Education, performs complex
salary and budget processes including development of personnel
authorization records, computing salaries, and documents for budgetary
control purposes of all certificated and classified positions funded by
adult education regular and categorical funds. Works as directed
with adult education administrators in preparing and closing out adult
education categorical program budgets. Also works as directed with
administrators and their respective classified personnel who collect and
deposit money to adult education accounts by providing technical guidance
and/or trouble-shooting problems; assists administrators in closing out
their quarterly and annual books in preparation for audits of their
non-ADA fiscal accounts.

CHARACTERISTICS
Position is characterized by the responsibility for a major technical
function within the department. The ability to initiate and complete
difficult tasks independently is significant in this class.
Decisions often have the effect of finality, and errors can be costly to
the programs involved or in terms of lost time and/or public relations.
Knowledge and experience in both personnel and budget processes is
critical.
EXAMPLES
OF DUTIES
Prepares budget allocation forms and instructions for development of adult
education programs; provides technical assistance to adult education
administrators in developing budget requests and calculating salaries for
approved positions; prepares, coordinates and assembles materials to help
adult education administrators prepare their respective budgets; monitors
monthly personnel and budget reports for possible budget code errors;
prepares personnel and budget records as directed; examines all funded
personnel requisitions, and processes all authorized requests; prepares
analytical personnel/salary reports as requested; audits various personnel
printouts and reports monthly, and reports errors to proper administrative
authority; examines requests for funded positions, and provides salary
information and budget transfer requests; verifies that positions to be
filled are budgeted with sufficient funds to cover costs; works with
administrators to resolve differences over numbers and types of positions
to be funded at particular locations; verifies codes for approved
requisitions; works with administrators in completion and preparation of
quarterly and annual reports for audit; resolves problems in person or
over the telephone; performs technical work requiring a thorough knowledge
of departmental policies and procedures; handles unusual or difficult
problems referred by subordinates; assists in the development of office
procedures; may instruct, assign and schedule tasks to subordinate
clerical employees, and reviews work for accuracy and completeness; may
perform sub-professional administrative duties as assigned; and performs
related duties as required or directed by the program administrator.
MINIMUM
QUALIFICATIONS
Knowledge of:
Methods and practices of budgetary and financial record-keeping;
General accounting principles and procedures;
Modern office methods and procedures, and familiarity with the use of
typewriters, word processors, calculators;
Correct English usage, spelling, grammar, punctuation and commercial
arithmetic;
Technical personnel practices and principles.

Ability to:
Perform responsible budgetary and financial analysis and record-keeping
work under general supervision; understand and carry out complex difficult
oral and written instructions; analyze and learn complex state and
district laws, regulations, rules, and policies; and to analyze situations
and adopt an effective course of action;
Perform complex clerical and technical work, and make arithmetical
calculations with speed and accuracy;
Maintain technical personnel and budget records and reports;
Analyze complex situations accurately, and develop effective courses of
action;
Establish and maintain effective working relationships with school
officials, administrators, and employees;
Operate a typewriter, word processor, and calculator with speed and
accuracy;
Operate a computer and a multitude of software programs to carry out the
necessary responsibilities of the position related to both personnel and
budget issues.

Skills:
Typing speed of 50 net words per minute.

Experience:
Three years of responsible technical personnel work at the level of a
Personnel Technician II or three years of increasingly responsible
experience performing complex technical clerical work including financial
or accounting experience.
and
Education:
One year of college, including courses in accounting or bookkeeping.
(Additional qualifying experience may be substituted on the basis of one
year as equal to one year of college.)
