DEFINITION
Under direction, to supervise, coordinate, and participate in the repair,
removal, and/or encapsulation of building materials containing asbestos.
To supervise, coordinate, and participate in the installation of
non-asbestos insulation at heat supply lines, boilers, hot water tanks,
and other areas and/or equipment.
EXAMPLES
OF DUTIES
Supervises and works with one or more asbestos repair workers in small
scale removal of asbestos and the re-application of insulating materials;
uses all standard methods necessary to seal off work area to prevent
contamination of other areas; posts warning signs and sets up
decontamination areas and procedures; assures that all required personal
protective equipment is available and used properly by employees during
repair work; establishes negative pressure condition in work area as
needed; uses glove bag procedures for removal of pipe insulation when
appropriate and assures that employees are fully trained and follow proper
procedures during this activity; uses encapsulating materials to seal off
areas of exposed pipe or insulation; assures that wet methods of work are
practiced at all times during repair/removal activities and that work area
is thoroughly cleaned and decontaminated upon completion of work; oversees
the handling, bagging, and storage of asbestos contaminated clothing,
materials, and supplies in accordance with required procedures; oversees
proper transport and disposal of these materials at a legally authorized
site; participates in and/or oversees the installation of non-asbestos
insulation and/or metal covering or lagging to insure integrity of
mechanical heating systems; assists in monitoring the activities of
outside asbestos abatement contractors to assure that all proper work
practices and conditions are followed; completes and maintains records as
required to document abatement activities; works closely with Director,
Asbestos Control, on implementing scheduled building inspections, employee
training, and Operations and Maintenance Plan; assists in design of
abatement methods for specific situations.
MINIMUM
QUALIFICATIONS
Knowledge of:
Standard practices, procedures techniques, tools, equipment, and supplies
used in asbestos abatement;
Occupational hazards of asbestos removal, repair, and/or encapsulation
including safety precautions required;
OSHA and EPA regulations relating to asbestos related activities,
including proper work practices, decontamination procedures, protective
equipment, recordkeeping and training;
Proper procedures for bagging, storing, and obtaining necessary permits
for transporting asbestos-waste to approved disposal sites.
and
Ability to:
Use all materials, tools, and equipment required to properly and safely
execute asbestos abatement;
Interpret and work from blueprints, drawings, sketches, as well as oral
and written directions;
Work in confined spaces and high places using ladders and/or scaffolds and
work under adverse conditions;
Assign, layout, and supervise the work of subordinates;
Accept a team approach to problem solving, and work cooperatively with
others;
Complete and maintain all required operational records.
Experience:
Two or more years direct experience on asbestos abatement projects
including at least one year experience as a foreman or project manager.
and
Education:
Equivalent to high school graduation;
Preference will be given to applicants who demonstrate completion of
accredited asbestos related training courses, workshops, or seminars;
Person may be appointed to this position conditioned upon successful
completion of training in the practices and procedures of asbestos
abatement and receipt of accreditation.
and
Special Requirements:
Must pass a physical examination by an occupational physician as required
by OSHA regulation and be approved to wear respiratory protective
equipment.
