Purpose - To create and deliver
beginning teacher-centered quality
services
Mission - Beginning teachers who
participate in BTSA experience enhanced professional growth and
development, and become increasingly attached to teaching through a rich
and thoughtful induction process. Each teacher gains a professional voice
by working in close concert with experienced colleagues and trained
support providers to chart their progress through the California Standards
for the Teaching Profession.
From 1988 through 1992 the
California Department of Education and Commission on Teacher Credentialing
sponsored the California New Teacher Project (CNTP), a pilot study
examining alternative strategies for supporting and assessing new
teachers. Based on the positive outcomes and findings of the CNTP, the
Legislature and the Governor enacted SB1422 in 1992, establishing the
Beginning Teacher Support and Assessment Program (BTSA). Its purpose is to
implement cost-effective models for new teacher development in order to
“transform academic preparation into practical success in the classroom,
[and] to retain greater numbers of capable beginning teachers….(Ed. Code
Section 44279.2(a)).”
