PUBLIC NOTICE
NOTICE TO CONTRACTORS
Notice is hereby given that the Board of Education of the
Sacramento City Unified School District, will receive sealed bids at the
District's Contracts Office, 3051 Redding Avenue, Sacramento, California,
95820, during the business hours of 8:00 AM through 4:30 PM, Monday
through Friday, holidays excepted, for: Bid
No. 03-C8, New Restroom Building at Kit Carson Middle School according
to the drawings and specifications prepared by: HMR Architects The
contractor shall include in his bid and provide all labor, tools, and
materials for a complete and working project in conformance with the
intent shown on the drawings and specified herein. A
mandatory pre-bid conference and site inspection will be held on September
4, 2002, at 9:00 a.m. at Kit Carson Middle School, 5301 N. Street,
Sacramento CA 95819
Bids will be received until 2:00 p.m., September 17, 2002, after
which time bids will be opened and read aloud at the Sacramento City
Unified School District.
All prospective bidders
who have not already submitted prequalification questionnaires for this
project must be prequalified to submit bids for this project.
The completed prequalification questionnaire must be received at
least five days prior to the date of bid opening specified in this Notice
to Contractors. Prequalification
questionnaires shall be submitted to the Sacramento City Unified School
District, 3051 Redding Avenue, Sacramento, CA 95820. Prequalification questionnaires are enclosed with the bid
package, may also be obtained at www.scusd.edu*.
All prospective bidders who were previously notified in writing by
the District that they were approved to submit bids for either the Hiram
Johnson High School Modernization Increment 2 Project or the Rosemont High
School project are not
required to submit a new prequalification application if they submit with
their bid proposal a signed affirmation that the information submitted in
the original prequalification application is current and accurate at the
time of submission of this bid proposal. Bid proposals submitted by
prospective bidders who have been notified in writing by the District that
they are disqualified through the prequalification process will not be
accepted.
Each bidder must submit a proposal to the Board of Education on the
standard forms enclosed. Said
proposal shall be accompanied by cash, a cashier's check, a certified
check or bidder's bond of ten percent (10%) of the amount of the bid
submitted, to be made payable to the Sacramento City Unified School
District. Bid bonds shall be issued by a corporate surety duly admitted
and authorized to issue bonds and undertakings by the State of California.
Pursuant to Section 1770, and following, of the California Labor
Code, the Contractor shall pay not less than the prevailing rate of per
diem wages as determined by the Director of the California Department of
Industrial Relations. Copies
of such prevailing rate of per diem wages are on file at the office of the
Sacramento City Unified School District, Planning and Construction Branch,
425 First Avenue, Sacramento, CA, 95818. Those copies shall be made
available to any interested party upon request.
The Contractor shall forfeit, as penalty to the Sacramento City
Unified School District, Fifty Dollars ($50.00) for each calendar day or
portion thereof, for each workman paid less than the stipulated prevailing
rates for any work done under the contract by him or by any subcontractor
under him, in violation of the provisions of such Labor Code.
Pursuant to Section 22300 of the Public Contract Code, the
Contractor may substitute a deposit of securities in lieu of the
Sacramento City Unified School District withholding any monies to ensure
Contractor's performance under the Contract, or alternatively, request
that the Sacramento City Unified School District make payment of
retentions earned directly to an escrow agent at the expense of
Contractor. The provisions of Public Contract Code section 22300 are
incorporated herein by reference as though set forth in full, and shall
govern the substitution of securities and/or escrow account.
Securities eligible for investment under this section shall include
those listed in Section 16430 of the Government Code, and bank or savings
and loan certificates of deposit. Proposed Contract Documents may be examined at the following plan rooms:

One copy of the Project Manual, including Specifications and the
prints of the Drawings, upon payment of $50.00 non-refundable deposit to
the Sacramento City Unified School District. 2.
No partial sets will be issued. In accordance with the
provisions of California Business and Professions Code section 7028.15 and
Public Contract Code section 3300, the Sacramento City Unified School
District requires that the Bidder possess the following classification (s)
of contractor’s license (s) at the time the bid is submitted: B, General
Building Contractor. Any bidder not so licensed at the time of the bid
opening will be rejected as non-responsive.
The Sacramento City Unified School District and its Board of
Education reserves the right to reject any and all bids or to waive any
irregularities or informalities of any bids or in the bidding process.
